[Dprglist] Slew Control for Robots

The Tuesday video session discussed using "slew' as part of the control 
process for robots, in conjunction with PID control.

The Sphero RVR I have introduced slew control in the V2 firmware. The 
documentation isn't a great explanation on slew but it is better than 
nothing. Here is is:
