[Dprglist] RoboColumbus rules question

Folks:
 
I admit I haven't read the rules, but I will ask anyway:
 
Does the robot have to stay within its size limits all during the run, or can it grow beyond the limits after it starts moving?
 
Can the robot send out scouts during its run? (or is that restriction covered in the size limitation?)
 
Does the robot have to stay on the ground?
