[Dprglist] Recommendations for Robot Platform

Hi All,
Can y'all help build a short list of robot learning platforms that are good
for coming up to speed with robot platforms? I'm looking for kit options
with an emphasis on software - e.g. how to read sensors and write &
implement algorithms to drive actuators.
*Any recommendations for kits w/in these constraints?*
1. wheels *with encoders*
2. relatively minimal mechatronics effort & tools needed to get started
3. enough sensors or easy / off-the-shelf plug-n-play extensibility for
DPRG style contests, e.g.
** line following
** wall following
** quick trip
** 4 square
4. preferably (but not required) some not-too-kludgy kit-bashing ability -
to enable hacks & extensions for more advanced DPRG contests
5. indoor
6. reliable off-the-shelf vendor & reasonable expectation of availability
moving forward, of same unit or another similar model
6. reasonable starting cost like in vicinity of $60 ~ $100
7. a Raspberry Pi based recommendation for items 1..6
8. an Arduino based recommendation for items 1..6
9. an STM based recommendation for items 1..6
