Alan,
    Many in the club use DesignSpark Mechanical or Fusion 360  for making
3D models. Both programs are free and can handle .step (or .stp) files.
With DesignSpark Mechanical there is a simple trick to unlock the
restriction on modifying .step files, you can find it with an internet
search. You can use FreeCAD, also free.
